- 2 tablespoons olive oil
- 1 medium onion finely diced
- 2 large carrots finely diced
- 3 cloves garlic minced
- 2 pounds ground lamb or beef
- ¼ teaspoon red pepper flakes
- 3 tablespoons all-purpose flour
- 2 tablespoons tomato paste
- ½ cup red wine
- 2 cups beef broth
- 1 tablespoon Worcestershire sauce
- 2 bay leaves
- salt

- 1 cup frozen peas
- 2 ½ pounds Russet potatoes peeled and diced into chunks
- 4 tablespoons unsalted butter
- ½–1 cup milk
- salt to taste
Instructions
- Preheat oven to 400°F (200°C).
- In a large skillet, heat olive oil over medium heat. Add the diced onion and carrots, cooking until softened, about 5 minutes.
- Stir in the minced garlic and cook for 1 minute until fragrant.
- Add the ground lamb or beef, cooking until browned. Drain excess fat if necessary.
- Sprinkle in the red pepper flakes and flour, stirring to coat the meat and vegetables.
- Mix in the tomato paste, then add the red wine, beef broth, Worcestershire sauce, bay leaves, and season with salt and pepper. Stir in the frozen peas.
- Let the filling simmer for 10 minutes before removing the bay leaves.
- Meanwhile, boil the diced potatoes in salted water until tender, about 15 minutes. Drain and return to the pot.
- Mash the potatoes with butter and enough milk to achieve desired consistency. Season with salt.
- Spread the meat mixture into a baking dish, then top with the mashed potatoes, smoothing it out.
- Bake in the preheated oven for 25 minutes or until the top is golden brown.
- Let cool for a few minutes before serving.
Notes
Feel free to add other vegetables like corn or green beans to the filling for additional flavor.
